Our government client is seeking to recruit a Programme Capability Planner for a 12 month initial contract on a 3-5 year programme.
In the role of the Programme Capability Manager you will provide direction, insight and support in implementing Programme and project management frameworks and best practice to help ensure successful delivery. You will also take a lead role in the defining and implementing processes, tools and strategies to enhance project delivery capability across PMO and the delivery teams. Main responsibilities include:-
Lead on the development and delivery of an effective project delivery framework and methods using cross government tools and knowledge to enable a consistent and efficient approach to delivery at all stages of the lifecycle. Identify common capabilities and opportunities to align, re use and share methods and resources to drive effective implementation and realise efficiencies.
Be proactively involved in identifying, designing and implementing a workforce planning tool and approach to support delivery of the programme
Lead a skills gap analysis across the programme, outlining findings and initiating tools, training and identifying capabilities needed to strengthen delivery success
Create a culture of continuous improvement and learning from experience.
Champion the use of best practice project management standards and processes and use lessons learned to create a culture of learning and good practice that supports continuous improvement to optimise delivery.
Ensure that there are clear and agreed resource plans for the project portfolio, with the right capabilities and highlight any potential issues with mitigating action
Lead timely and accurate reporting (as appropriate) on project resources and capability activities to support overall departmental resourcing activities.
Own a programme of project delivery masterclasses.
Provide coordination, direction and guidance to the team. Ensure that individual and organisational learning opportunities are fully exploited in order to enhance organisational capability.
Proven, robust PMO lead with substantial experience of supporting significant change within a large or complex business
Knowledge and experience of project resourcing and workforce planning in a large programme
Knowledge and experience of project frameworks, methods and government project delivery profession(desirable)
Able to display confidence in clearly summarise complex information to range of audiences. You will have a high attention to detail, a proactive approach to delivering results and the capability to take your own initiative and credible action.
You will be able to demonstrate effective leadership and coaching ability to Project Support Officers, Project Managers and other team members
