Job Title: Business Analyst - Counter Terrorism Policing (CTP)

Salary: £39,469 to £47,089 plus a Location allowance of £1,721. You will receive £39,469 the band minimum. Progress to the band maximum of £47,089 will be via incremental progression.

As a Business Analyst, you'll be helping CTP change and adapt to meet evolving threats. It's a fast-paced environment, where you'll be working with the full UK Counter Terrorism Response, including the UK Intelligence Community (UKIC) and wider government.

You'll be based in the Strategy, Planning & Performance (SPP) team, which plays a central role in the fight against terrorism. Here, experts apply their expertise to set strategic direction at a national level and then to influence, shape and assure delivery. Your task will be to carry out strategic design against network priorities; turning strategy into commissionable change activity. You'll then assure the delivery of complex change, providing practical guidance on change portfolios and reporting on network plans.

Meanwhile, you'll be supporting the strategic planning cycle and helping to translate issues into coherent, affordable plans. There'll also be the chance to contribute to wider strategy development, alongside CTP partners.

It's a fascinating, complex and varied workload that you'll tackle as part of a committed team of problem solvers. Proven technical and analytical skills are essential, along with a gift for collaboration. As you'll be engaging widely with operational officers, senior leaders and other stakeholders, communication is key. Within SPP, the Strategic Planning team plays a critical role across the full lifecycle of our strategies.

We:
  • Contribute to the development of national strategy and sub-strategies
  • Manage the corporate business planning cycle, translating issues of strategic risk, threat, demand, and ambition into a coherent, affordable plan
  • Carry out strategic design activity against network priorities, turning strategy into commissionable change activity
  • Assure the design and delivery of complex change, providing practical guidance and oversight across CTP change portfolios, as well as monitoring and reporting on network plans

As a business analyst in our team, you would deal with a fascinating, complex, and varied workload of short and long-term pieces of work. You would engage widely, working with operational officers and staff, as well as senior leaders and a range of partners. You would ultimately be joining a committed team of problem solvers; all with different backgrounds and skillsets but with a shared desire to make a difference and turn strategy into delivery.

Key Tasks

The post holder will be required to do the following:
  • Support the development of strategies and associated products, carrying out horizon-scanning and consolidating insights from across CTP
  • Undertake focused design activity to develop and maintain core strategic business products (e.g., Future Blueprint, Baseline Operating Model, Service Catalogue)
  • Work closely with change initiatives, completing analysis and high-level design to identify strategic requirements, strategic alignment, and dependencies
  • Undertake the review and assurance of business design activity and outputs, ensuring alignment to strategic direction
  • Assist in the development and maintenance of the CTP Business Planning cycle, ensuring the articulation of a coherent, consistent, and up-to-date methodology
  • Represent the pillar and by extension CTPHQ at key strategic meetings and boards both within the CTP Network
  • Working closely with all other CTHQ pillars (of note: Change, Strategic HR, Finance, Data & Analysis), CT Policing Network and key stakeholders

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Confidentiality Agreement

Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.
